Civil war has ravaged Panem and even under the veil of peace, the great nation still suffers. Scars of bombings and battles and deaths of loved ones and enemies alike stain every District and every citizen. But with the complete and utter destruction of District Thirteen, a fragile solution has come about. Panem's president, Kaeso Aquillius Snow, has created The Hunger Games, and the defeated and desperate Districts (fearing a similar fate to District Thirteen) have signed the Treaty of Treason and submitted themselves to this cruel and strange fate.
The Capitol has won, it seems, and Panem is unified once more. On the eve of the first ever Hunger Games, the nation celebrates (willfully or not). But the Rebellion has not fully been crushed. Hope still stirs in the hearts of the Districts, hidden away from peacekeepers, tucked out of sight of common knowledge.
The question is simple: can the scattered and beaten many rise up to snatch their victory, or will they fade away under the Capitol's tyranny and the cruel fate of the Hunger Games? It will be a long hard road, no matter which direction Panem takes...
This is a long, evolving plot, and has been left open-ended for our members to decide. There will be characters on all sides of the issue: those who support and agree with the Capitol, those who have simply given up, those who will stand steadfast by the Rebellion and their freedom, and all of those on the spectrum in between.
What the Rebellion needs is leaders, something difficult to find in the secrecy they are forced into. Any signs of resistance are being stamped out the moment the Capitol hears about them, so anyone looking forward to a free Panem has to be discreet, clever, and patient.
With the Hunger Games taking center stage across the nation however, the Rebellion might just stand a chance.
